Remove platform-engineering-bot from devfile/registry

Issue Description

Organization is now using redhat-renovate-bot as the bot account for renovate. It has been requested to offboard the old platform-engineering-bot from usage.

Acceptance Criteria

• Remove old bot account as a collaborator

issues are not enabled on this repo. Piggy backing on this PR. Please opt-out the platform-engineering-bot user. It is replaced by a renovate team bot user.

Thanks for bringing this to our attention!

For issues we track under devfile/api repository using the area/registry tag for devfile registry related issues, as I did for this issue.

@lmilbaum I have removed platform-engineering-bot as a collaborator which completes the steps identified by our team and will now close this issue, feel free to re-open if there are any steps missed for offboarding platform-engineering-bot.
