Adding contributing.md for DWO

Currently, there is no contributing.md file in the devworkspace-operator repository to help new contributors set up a local development environment. New contributors could learn more about the codebase and how the repository utilises the devfile/api repository by reading the contributing.md file. It would also include instructions on how to set up the workspace.
