Describe the bug

Clicking on CD Block in edit mode gives error if user doesn’t has env permission

To Reproduce

[ordered list the process to finding and recreating the issue, example below]

  1. Remove access from an environment, say env.
  2. Open a CD Pipeline which deploys on environment env.

Current behavior
CD Pipeline modal opens and workflow editor breaks.

Expected behavior
Throw a toast "Access denied"
