Beacons, when active, do not produce effects or consume items when selected and input into the GUI.

To reproduce: build a beacon with the smallest possible (diamond) base. Open the beacon GUI and select the speed buff. Input a diamond, then click confirm. It simply makes a sound, then refunds the diamond and applies no speed bonus.

Debug log for reference:

This was because I set the RandomTickSpeed to -1. This isn't an issue with DF itself.
