Chat Goes Offline When Refreshing Page #7914

Understanding that the chat development is on hold, I still want to put this issue out there for whenever it does come back into the fold.

When refreshing the page, the chat bar goes offline. You have to manually place it back online again to work.

The chat was removed with #8069, this is obsolete now.
