Make cards generic over card extensions (administration)

Is your feature request related to a problem? Please describe.
The administration frontend is only capable of creating cards for bayern. Adjust it such that cards for Nürnberg can be created.

For bavaria one must be able:

• set card type (blue or golden)

For nürnberg one must be able:

• to set a pass number
• set birthday
• generate static qr codes

Describe the solution you'd like

The UI must be capable of showing a differnt form for bayern and nürnberg.
The generate button must be able to generate static qr codes for nürnberg.
