[Meta] 🤖 OMoS/Chatbot [Deadline: 2024-06-30]

As a user I want to be able to ask questions and get all the help I need.
To this purpose there should be a chat window included in the integreat app.
The CMS PR to implement the chat API: digitalfabrik/integreat-cms#2738

The goal is only a MVP, not everything from the designs has to be done until the deadline.
Design

⚠️ Deadline for this is end of june (2024-06-30).

MVP Issues:

• Implement chat UI components #2798
• Implement chat API #2799
• Show chat depending on feature flag #2800

TBD after MVP:

• Action buttons for feedback and counselor (blocked by answer retrieval milestone)
• User icons and names (blocked by Answer author information integreat-chat#14)
