Motivation

Debian 12 (bookworm) was recently released which has a default python version of 3.11.
Since Debian is our default production os, I think it makes sense to upgrade our vms some time in the future.

Proposed Solution

Change our default Python version from 3.9 to 3.11

Additional Context

This needs to happen in sync with an upgrade of the production systems
