Not working at PhpStorm7.1.3

After install and restart I don't see item in Help menu.
And PhpStrom asks for restart every time I save settings. As if the plugin is not installed right.

После установки и перезапуска шторма, пункт в меню не появляется.
При этом каждый раз закрывая настройки шторм просит рестарт, как-будто плагин ставится заного.

In "Event log" window nothing happens. And no one popup error.
In idea.log I had not found anything interested.

I guess, there is nothing of interest in the log, because the plugin has been long disabled. Re-enabling it might help reproduce the original cause of the problem.

Hm...let's try again. Now I did this:
I install the plugin form local JAR (release 1.1). Restart PhpStorm.
There is no menu item in "Help".
I opened plugin manager and disable the plugin. Restart PhpStorm.
Then, I opened plugin manager again and enable the plugin. Restart PhpStorm.
There is still no menu item in "Help".
I opened plugin manager again. Plugin now enabled.
I tried to close setting window. PhpStorm required for restart. I close prompt window. Close settings.
I tried to "invalidate cache and restart". There is still no menu item in "Help".

And still no one interesting row in log. Only disable-enable-disable etc..
I also tried to install v1.0. Same result.

Maybe this is not plugin bug, but windows or JRE bug?

That's weird. Unfortunately, as no symptoms are evident, hardly anything can be done about that.
