[CI] Update scientific-python/upload-nightly-action to 0.5.0 #3076

* Update the scientific-python/upload-nightly-action to v0.5.0 for dependency
  stability and to take advantage of Anaconda Cloud upload bug fixes.
   - c.f. https://github.com/scientific-python/upload-nightly-action/releases/tag/0.5.0
* Group dependabot updates to reduce the number of PRs.
   - c.f. sp-repo-review GH212: Require GHA update grouping

Looks good to me. Not sure to understand the group feature. I will look more deeply tomorrow.

Ah, yeah, this just makes it so that if Dependabot would find multiple GitHub Actions to update in the same weekly check instead of opening up 1 PR per updated action it just opens up 1 PR with all the changes in it. So this just helps cut down on PR fatigue. :)
