Is there an existing issue for this?

Current Behavior

Unexpected error when creating a ticket if a staff role has been deleted

Expected Behavior

Catch this error and give a useful message with steps to resolve

Steps To Reproduce

  1. Create a category
  2. Delete one of its staff roles
  3. Create a ticket

Environment

- OS:
- Node:
- NPM:
- Bot: 4.0.13

Anything else?

This is the most common unexpected error
