despite tablib support for and bundling of xlrd, I could not get XLS import working without installing XLRD separately, which is weird ... but that is likely because tablib in Pypi is so outdated

Do you use dev version of tablib?

No, I am using the Pypi version of tablib and that may be the issue
The tests on HEAD are failing and Pypi is quite out of date:

I do not see what can we do, except mention the fact that pypi version of tablib does not include xlrd in Installation

I've submitted a pull request upstream to de-vendorize xlrd https://github.com/kennethreitz/tablib/pull/185
