Do you use dev version of tablib? |
No, I am using the Pypi version of tablib and that may be the issue |
I do not see what can we do, except mention the fact that pypi version of tablib does not include xlrd in Installation |

despite tablib support for and bundling of xlrd, I could not get XLS import working without installing XLRD separately, which is weird ... but that is likely because tablib in Pypi is so outdated
