When we put a new version out, it is very hard to get rid of the cache in whatever browser it has been run in before; but fine in a different browser.

Is this a technical issue of some kind? (Beyond my level of knowledge.)

the problem disappeared with me when I manually deleted the token from the local storage

open the developer console —> appliation —> storage / local storage

you can click on the X icon at the left of filter input
