by default, all build codes and execute workflows on localhost will use ~/FabSim3 path. This may cause some issues if users clone FabSim3 in their home dir. By executing fabsim localhost ... command, the run-time folders ( config_files, results, and scripts) for localhost runs will be located in FabSim3 root dir. Generally, the FabSim3/config_files should NOT be used for plugin config files.
