Observe URL for direct links to tab pages

shiny is able to observes extended url inputs and modify either the app or the ui in response. In ther first instance lets just define links to the main tab pages. For example:

https://djpr-spp.shinyapps.io/djprtradedash/#tab-notes

would navigate direct to the notes tab. This creates an additional need to update the url whenever a user navigates to a new tab panel.
