Data Model: Add timeliness parameter to processing orders

In order to prioritize processing orders according to their timeliness requirements (e. g. near real-time, 6 hours etc.) a suitable set of attributes shall be introduced to the Processing Order, Job and Job Step entities, together with the appropriate extensions to the planning algorithm to make use of such attributes.
