1. Are we talking about the general user managemt or the user management for the Pilot LHA during the project period?

2. When User per Health Department: Is data only viewable from the own LHA? - Can local outbreaks for which we use the LHA data just be seen for this region by this LHA? (or can every LHA see the Data from every other Pilot LHA?)

3. When Single User:
   has every user different user-roles/ authorizations? (to limit the viewable data or to have user roles, who can just look and dont change anything)
   possible roles: user to edit scenarios/simlations, user to just see no actions, user for epidemiological parameters/ mitigation actions
