Allow for the configuration of audio bumpers that run every certain interval of songs.

These would need to be maintained in a special audio directory, and involve two new env variables to enable them.

ENABLE_AUDIO_BUMPERS=true
AUDIO_BUMPER_INTERVAL=4

given that config, every four songs it would insert a bumper from the reserved bumper directory.
