Hmm, I can't seem to reproduce this myself - using spaces in the name of the scene background seems to work properly, whether with literal spaces (path to/my file.webp) or URL encoded (path%20to/my%20file.webp). Could you share more details?
What foundry version are you on?
What game system are you using, and what version?
Could you screenshot the scene configuration window, showing the file path?
Are there any errors in the developer console after exporting an adventure? (Press F12 and select the "console" tab, and look for anything in red)

I've encountered that when a map file name contains spaces, it doesn't get exported and only the thumbnail is present.
