Unfortunately SVG 1.1 does not have a multipage support.
An obvious approach to convert a multipage PDF is, to split it into single pages and then convert each page.
But somehow I want to keep the resulting SVG's together.
Nesting SVG documents looks like a solution. Each page is a child SVG of a root SVG.
But the browser will render the pages in overlay mode.
To avoid this, the root SVG must not have the SVG namespace, then the browser will render the pages in a flow layout.
Here is a sketch of the document structure:

<svg id="Page2" xmlns="http://www.w3.org/2000/svg"></svg>
<svg id="Page3" xmlns="http://www.w3.org/2000/svg"></svg>

The result document can be nicely viewed and searched in a browser.
