build failed under windows

Hello, I tried to deploy it locally yesterday and got an error which seems to be around the postgresql-client configuration, probably down to me but I couldn't see what so I thought I'd log it and worst case if you can see what is wrong then others will not make the same mistake.

I've attached the full log from the CLI but the
