In order to declare optional updates/inserts, as a developer I want an OptionalPut<T> which takes an Optional<RowData<T>>.
The Idea is to only execute the operation if the passed RowData is present. There is one problem with this approach though, an Operation must return a valid ContentProviderOperation.Builder and an insert operation will always result in a new row (unless it throws).
