Widget CSS ID, remove language suffix?

Removing the language specific suffix of a widget would make sense, since they should be no cases, where you really need it to identify a widget; they are unique anyway.

We need to keep the prefix though, since we could get numeric IDs otherwise.

Many other sites like GitHub ie. prefix their IDs also, but have "pretty Anchors" in their links.
Eg. id="user-content-anchor1" <--href="#anchor1", we could make this optional also.
