With Purpur 1.20.1 and Velocity, players are unable to join the server

Describe the bug
With Purpur 1.20.1 and Velocity, players are unable to access the server.

And if I use ProtocolLib 669, there's no such problem.

To Reproduce
Steps to reproduce the behavior:

1. Use purpur-1.20.1-2062 and velocity
2. Install protocolLib 673
3. Join the server

Try to use dev build of ProtocolLib v5.1.1 from here:

Notice for 1.20 and 1.20.1 users:
Please, use 1.20.2 to confirm your issue with ProtocolLib.

Why not the last build for 1.20.2?
Last build (673) have critical issue at this moment; #2601
