GitHub actions refactoring and upgrades for deprecation

We need to get rid of set-output, save-state and to upgrade docker/login-action@v1, docker/build-push-action@v2 to new versions. Explanations are in the links. They will deprecate in 2023 May and Summer 2023 respectively.
