I followed the instructions in the README to the letter to install with crouton on my Pixel. When I ran crouton with '-t xfce', it failed part of the way though when trying to run the 'prepare.sh' script in the chroot. I investigated, and discovered it was because the chroot was missing the /bin directory, so there was no /bin/sh. On a hunch, I then deleted that install and recreated it using '-t core, xfce', it succeeded. So it seems like maybe there's something wrong with the xfce recipe causing it to not install core?

Sounds like the initial bootstrap failed for some reason, and by coincidence succeeded on the second run (xfce target adds core automatically, which is moot anyway because the installation never got to executing either target if /prepare.sh failed to launch).
You wouldn't happen to still have the log from the first attempt, do you?
