Use a module such as cobra to build the docker-credential-magic CLI (vs. raw os.Args)

Resolved in a0e2933, but reverted for docker-crdential-magic (helper), since it strangely affects the way STDIN is processed, or access to STDOUT, causing CI for Google to fail
