Misc spelling fixes and resolved imprecise statements. Shortened the bug report introduction a bit further and added a statement about being precise to all templates,

Converted the feature request and question template to the new template format (YAML). Also updated the bug report template:
Should be merged after #3219. @georglauterbach wrote this but didn't adhere to - 馃憥 for that 馃槀
