sysctl issues after upgrade from 25.0.4 to 26.0.0

Description

Error response from daemon: failed to create task for container: failed to create shim task: OCI runtime create failed: runc create failed: unable to start container process: error during container init: open /proc/sys/net/ipv4/conf/eth0/arp_ignore: no such file or directory: unknown

this also happens for arp_announce too

Reproduce

docker compose file like:

Expected behavior

container startup doesn't fail, if I start the container without those lines it start and the files exist but are not writable

Thanks for reporting.

• This is related to this Engine issue: simple run command with --sysctl for network interface fails after upgrade moby/moby#47619
• Which was fixed by Restore the SetKey prestart hook. moby/moby#47621
• And backported to v26 in [26.0 backport] Restore the SetKey prestart hook. moby/moby#47646

v26.0.1 has not been released yet, but it should be soon.

As this is not a CLI issue, let me close it but feel free to continue the discussion.
