Kubernetes api server idling cpu usage. #3023

Yet another CPU usage thread this time down to the Kubernetes API server container. Minikube has similar issues, probably the same root cause. I'm on edge with kubernetes enabled and no extra containers installed right after a fresh install on a Mac Pro on 10.13.5.

Creating the issue as there wasn't one here specifically for the API server.

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale comment.
Stale issues will be closed after an additional 30d of inactivity.

Prevent issues from auto-closing with an /lifecycle frozen comment.
