Docker swarm service cannot create global replicated containers

I have deployed a new code build and want to update the containers. However, I see the docker stack created the docker service with the latest image but the service didnt create the containers (3 replicas on 3 different linux RHEL7 VM global). Its running on Ingress network..

Docket Version: 17.06.2-ee-11
Ingress inspect shows all the 3 hosts are connected as peers. Service inspect doesnt show anything unusual.

How can I fix this? Restarting the stack/service didnt help.
