Update a plagiarism detection report by adding or replacing submissions

To improve automated integration of Dolos, it would be very useful to support updating a report / the index with new submissions.

This could facilitate fully automated plagiarism detection where a learning environment or Dolos itself would notify a teacher when suspicious submissions are found.

This is also mentioned in #732, but this issue crystalizes this functionality a bit.
