The Tomcat based subsystems in Dogtag currently use pkispawn/pkidestroy to create and remove instances, while the httpd based subsystems still use pkicreate/pkiremove. We should change TPS to use pkispawn/pkidestroy when reimplementing TPS as a Tomcat application.
