We should make sure that all Dogtag functionality works with 389 Directory Server configured to enforce syntax checking as well as disabling anonymous access. Current versions of 389 enforce syntax checking by default. Anonymous access can be disabled by setting the following in "cn=config":

nsslapd-allow-anonymous-access: off

Tested the subsystems with LDAP anonymous access off. Found issues 348 and 811. No other issues found.
