Following are the requirements for sgallagh.
dpal: I'm not going to be able to provide dogtag scans. The
build system is more complicated than I am willing to deal with. If the
dogtag folks want to scan their code, they can create their own scanning
scripts based on

(if they write up the script, I'll include it)
