Negative values when passed to key size is being accepted with pki key-generate #1678

Negative values passed to key-size are being accepted, Instead of rejecting them.

pki -d /opt/rhqa_pki/certs_db -c Secret123 -h dhcp207-176.lab.eng.pnq.redhat.com -p 30044 -n "KRA3_agentV"  key-generate temp789631  --key-algorithm AES  --key-size -128  --usages wrap

This happens with AES and RC4.
