TPS UI: No option to run selftest

Steps to Reproduce:

1. Go to TPS UI web page using admin certificate
2. Select Self tests

Actual results:

No run selftest option

Expected results:

Run selftest should be available

This requires:

• enhancing the REST service to support running self tests and store the results
• adding CLI to execute self tests and display the results
• adding UI to execute self tests and view the results
