TPS UI lists the certs on the token when the token is in uninitialized state

Steps to Reproduce:

1. Enabled externalReg in TPS and recover a cert
2. op.format.userKey.revokeCert=false in TPS CS.cfg
3. Format the token

Actual results:

The certs on the token are not revoked (as expected)
On TPS UI the token is in uninitialized state, but certs are listed when the
certificates under the token are viewed
ESC does not show any certificate under the token

Expected results:

The certs on the token are not revoked (as expected)
On TPS UI the token is in uninitialized state, no certs should be listed when
the certificates under the token are viewed

This requires modifying the UI to check the token status before displaying the link to view the certificates.

Ticket 1519 token format should delete certs from token record
This patch removes certs from token record when it is formatted.
