Right now, pki-base has a whole slew of dependencies that are probably not needed on the client side - for example all the resteasy packages and a whole slew of java packages.
These probably should be dependencies of pki-server.

In addition, we should separate out the Python client so that Java packages are not installed.
Folks in OpenStack for instance do not like to bring in extra Java dependencies.
