Applet upgrade/rollback during pin reset operation is not working

Steps to Reproduce:

1. Enroll a userKey token
2. Make the following change to TPS CS.cfg and restart TPS

    op.pinReset.userKey.update.applet.requiredVersion=1.4.54de790f =>
    op.pinReset.userKey.update.applet.requiredVersion=1.4.4d40a449

3. Enable pin reset policy and perform a pin reset operation on the token

Actual results:

Pin reset is successful but applet ID on the token is not changed

Expected results:

Applet ID on the token should be changed to the one specified in CS.cfg

Additional info:

the debug logs are attached to the associated Bugzilla Bug
