Currently, a common 'web.xml' file is generated in addition to the PKI subsystem specific 'web.xml's.

Investigate to see if this file can be removed, or if it is needed for URL traversal to the generic "ROOT" directory.

we need this currently because multiple web apps are in the same instance.
