Currently, the packaging does not make it easy for you to incorporate another package and depend upon it. If it is a package that includes its own typings, just adding it to the package.json is not sufficient for it to be incorporated properly into the package for further development.

microsoft/TypeScript#2839 is also looking at this, which I recommend we track (and input to) and then leverage once solved.
