[Publisher] Update multi-viewer bitrates #391

The bitrate values in the publisher were written back in the day where the entire stream's bandwidth was set to 4 Mbps and 2 Mbps for pinned source.

Our capabilities have now increased and we can support 4Mbps for pinned track. We need to introduce a new value of bitrate for pinned track -
