"Public" events are not found by the built tool when validating the topology and the build fails.

We have a separate project called Events.Public for the events that will be on the Public stream.

The topology complains that it "An artifact with namespace: 'Events.Public.Whatever' could not be matched with any feature in the Bounded Context's topology".

Workaround is to explicitly add a Public directory.
