lint/lintutil: support different ways of sorting

Currently, found errors are sorted by (file name, position). An alternate sort order would be by (check, file name, position), to group errors found by check.

This can probably be a global -sort flag that gets passed on to individual formatters. Not all formatters (e.g. the HTML report one) may have a notion of fixed ordering.
