[windows] doom run malfunction : cannot open load file: No such file or directory, ../init.el #6620

What did you expect to happen?

Running Doom Emacs by doom run command

What actually happened?

doom run tells cannot open load file: No such file or directory, ../init.el
When launching Emacs without doom run (launching by mouse click on executable), Doom starts normally.

Steps to reproduce

start command doom run under Windows Terminal

System Information

emacs 28.1 native-comp, built with msys2 on Windows

The cause seems to be that bin/doom.cmd is outdated (and updating it will require more than simply correcting the ..\init.el filepath, see #6615). Unfortunately, I don't know Windows batch scripting well enough to resolve this myself, so PRs are welcome to write a batch/powershell wrapper around bin/doom (basically port bin/doomscript to batch/powershell).
