Transition of dependency flow errors to First Responder

• This issue is causing unreasonable pain

Currently, errors that happen when opening dependency updates open an issue in core-eng, and are triaged by the dependency flow v-team.

We need to come up with a plan so we can transition the handling of these issues to FR. This includes such things as:

• Troubleshooting guides
• Documentation is up to date
• Issues have enough information in them so that someone with little context in the area can understand what the problem is.
