Update arcade-validation to use windows 11 helix queues over windows 10.

arcade-validation still uses the windows 10 Helix queues for testing. We only really need "a" windows queue to test on here as the repo validates that the Helix SDK is working as expected, but we should still keep this up to date.

I'll update to the windows server 2022 queues.

Updated in main and release/8.0. I think that's enough, but we can do this in the older release branches if needed.
