[MAUI] RefreshView C6 or C7 Pull down in the view isn't activate the RefreshView on Surface.

Description

When refreshing RefreshView C6 or C7 page, RefreshView doesn't work on Surface.
Note: This issue does not repro on Android Simulator.

Steps to Reproduce

1.Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests to Windows.
2.Click or tap on category 'C' for 'RefreshView'.
3.Click or tap on test 'C6' or 'C7'.
4. Pull down to initiate a refresh.

Expected outcome:
C6: Progress spinner does not appear.
C7: The refresh spinner arrow appears, just like refresh on Android Emulator.

Actual outcome:
C6: No response from the page.
C7: The refresh spinner arrow doesn't appear, no response from the page.

This bug is not a regression, it can be reproduced in the latest stable release: 8.0.0-preview.7.8842

@rachelkang Testing this on a Windows touch device: Windows Surface book.
It's sliding the touch screen (purple view) down with finger.

Device System About Information:
Processor Microsoft SQ2 @ 3.15 GHz 3.15 GHz
Installed RAM 16.0 GB (15.5 GB usable)
System type 64-bit operating system, ARM-based processor
Pen and touch Pen and touch support with 10 touch points

Verified this issue with Visual Studio Enterprise 17.10.0 Preview 1 and Microsoft.Maui.Controls version is 8.0.6.
Can repro on windows platform with repro steps.
