[Bug] Trying to build project from Clone Fails on windows

Description

Steps to Reproduce

1. Download Clone Project on V 2019 16.10.1
2. Build Project get missing sdks and windows mobile installed
3. Rebuild Project

Expected Behavior

The Project should build and complete the build

Actual Behavior

however it does not and produces a list of errors and freezes on windows 10 I also had to unload control.xaml.tests as missing sdks.
